TOR FOR: Resource Mapping and Assessment of Current ADEFO Members and Identification of an Economic Advisor.

Soroti Catholic Diocese Integrated Development Organization (SOCADIDO) has received funding from Sign of Hope (SoH) to implement a 48-months’ (01.11.2025 – 31.10.2029) Project title  MAP – Promoting sustainable agriculture and value chains among small-holder farmers in Teso, eastern Uganda.

The Multi-Actor Partnership (MAP) brings together SOCADIDO, ADEFO members, Sign of Hope, local governments, private sector actors, and technical experts to jointly coordinate resources, innovation, and expertise for inclusive and sustainable agricultural value chain development that improves the livelihoods of 3,600 smallholder farmers in the Teso region by 2029.

The project is located 5 districts and 1 city covering 10 Sub-counties and 4 wards. These include: Magoro and Getom Sub-counties in Katakwi district, Alito and Akoromit Sub-counties in Kapelebyong district, Kobuin and Mukura Sub-counties in Ngora district, Ocokican and Awaliwal Sub-counties in Soroti district, Alwa and Aperkira Sub-counties in Kaberamaido district, and Agama, Amen, Aloet and Opuyo wards in Soroti city. The project targets 3,600 farmer households and aims at Improvement of the socio-economic situation of smallholder farmers in the Teso region through strengthened, inclusive and sustainable agricultural value chains, supported by a functional multi-stakeholder partnership (MAP) platform that strengthens coordination, innovation and ownership by 2029. As such, it is deemed necessary to conduct resource mapping and assessment of current ADEFO members and identification of an economic advisor. This engagement will be conducted using a consultative approach to ensure that ADEFO has the optimal mix of resources and actors for joint implementation of activities that support smallholder farmers through targeted agricultural value chain interventions in the eight enterprises of sesame, groundnuts, soy beans, cassava, green grams, poultry, apiary and aquaculture.

Despite having 30 ADEFO member organizations involved in agriculture and agribusiness, the absence of a systematic resource mapping and alignment has led to fragmented interventions, weak coordination, underutilized capacities, and unidentified gaps in key areas such as market intelligence, value addition, and trade linkages. This lack of a shared priority value chain and clearly defined roles within the ADEFO limits collective action and the effective promotion of inclusive and sustainable agricultural value chains.

SOCADIDO is seeking the services of a consultant to conduct resource mapping and assessment of current ADEFO members and identification of an economic advisor. The consultant will assess each member’s resources including available time, financial input, relevant technologies, skilled personnel for agricultural value addition, and connection to national and international trade networks.
